The Bulgarian tax system – an overview

Bulgaria offers one of the most attractive tax systems within the European Union, characterized by its simplicity and very low tax rates. Since the introduction of a proportional tax system, commonly known as a flat tax, the country has become a popular destination for businesses and private individuals alike, particularly entrepreneurs, freelancers, and digital nomads, seeking tax-efficient solutions within the borders of the EU.

Personal income tax in Bulgaria is set at a flat rate of just 10 %, which is one of the absolute lowest rates in all of Europe. The exact same low rate applies to corporate tax, which also stands at 10 %, making Bulgaria a highly competitive jurisdiction for corporate registration and operations. Regardless of your income level, the tax rate remains the same, effectively eliminating the progressive tax burden applied by many Western European countries, including Sweden.

In addition to income tax, social security contributions are required for employees and the self-employed. These total approximately 32.7 % of the gross salary and are split between the employer and the employee (the employer pays around 18.9 % and the employee around 13.8 %). However, there is a ceiling for social security contributions, meaning that contributions are only deducted up to a certain income threshold (currently 3,750 BGN per month, though subject to annual adjustments), which significantly benefits high-income earners.

Another major advantage of the Bulgarian tax system is the absence of certain taxes that otherwise weigh heavily on private individuals and investors. There is neither a wealth tax nor a general inheritance tax for close relatives (such as spouses and children). Regarding capital gains, these are generally subject to a flat tax rate of 10 %. Furthermore, dividend distributions are taxed very favorably at a rate of just 5 %.

The standard value-added tax (VAT) rate is 20 %, but a reduced rate of 9 % applies to certain services and goods, such as within the tourism industry and book sales.

Thanks to its membership in the European Union since 2007, the free movement of capital, goods, services, and persons is guaranteed, vastly simplifying trade and establishment for European citizens. Additionally, Bulgaria boasts a highly developed network of double taxation treaties with over 70 countries globally.
